Board of Directors
All Board of Directors meetings are open to the public. Any member of the public who wishes to address the Directors at a Board meeting may do so during the portion of the meeting set aside for public comment.
About the Board
The District is governed by a seven-member, elected Board of Directors. The directors serve alternate four-year terms. At its first meeting in December each year, the board elects one of its members as President, one member as Senior Vice President, and the remaining members serve as Vice Presidents. The officers shall serve for a period of one year or until their successors are elected.
Bennett R. Drake - President
Bennett R. Drake was elected to RCWD’s board in September 2001 with successive re-elections in 2005, 2009, 2013, and 2017. His current term expires in December 2022. Mr. Drake served as Senior Vice President in 2004, 2012, 2016, and 2017; and as President in 2005, 2013, and 2018. Having served on various Ad Hoc and Standing Policy Committees of the board since 2001, Mr. Drake currently represents the District as Director on the Santa Rosa Regional Resources Authority Board and District representative on the Western Riverside Water and Wastewater Financing Authority.
Married with four children, Mr. Drake has resided and farmed in the Temecula area since 1973. He is president of Drake Enterprises, Inc., located in Temecula, which he has owned and operated for 37 years. He manages 500 plus acres of avocados and 300 plus acres of winegrapes in the Temecula Valley.
Mr. Drake is a 5th generation farmer in Riverside County. He earned his Bachelor of Science degree from Fresno State, and was a member of Class XII of the California Agricultural Leadership Program. He is currently on the State Board of Food and Agriculture and the past Chairman of the California PD/GWSS Board. Additional business and professional affiliations include: Chairman of the PD/GWSS Task Force, member of the Agricultural Leadership Associates, member of the UCR Chancellor’s Agricultural Advisory Council, past President of the Riverside County Farm Bureau, member of the Riverside County Solid Waste Management Advisory Board, past Vice President of the USDA Hass Avocado Board, Director and past President of the Temecula Valley Winegrape Growers Association, member of the Murrieta/Temecula Group, past Chairman for the California Association of Wine grape Growers, member of the California Winegrape Grower Foundation Board, and 4H All-Star in Riverside County.
Bill J. Wilson - Senior Vice President
Bill J. Wilson was elected to RCWD’s board in 2015. His term will expire in December 2020. Mr. Wilson currently serves as the Chairman of the Finance and Audit Committee and is a member on the Engineering and Operations Committee.
Mr. Wilson is the CEO and co-owner of Wilson Creek Winery and Vineyard, and actively serves the Temecula Community as a board member on both the Temecula Valley Winegrowers Association and Visit Temecula Valley.
Lisa D. Herman - Vice President
Lisa D. Herman was first elected to RCWD’s board in September 1991 to fill the remaining two years of a four-year term. She was re-elected in 1993 and 1997, and was subsequently appointed to the board in 2001 to fill the remaining two years of a four-year term. Ms. Herman was once again re-elected in 2003, 2007, 2011, and 2015. Her current term expires in December 2020. Ms. Herman served as Senior Vice President of the board in 1995, 2001, and 2009; and as President in 1996, 2002, and 2010.
Having served on various Ad Hoc and Standing Policy Committees of the board since 1991, Ms. Herman currently serves as Chairman of the Planning and Administration Committee and alternate for the Engineering and Operations Committee.
Married with two children, Ms. Herman has resided in the Temecula area since 1986. Ms. Herman worked as an in-house regional counsel for Kaiser Development Company and its successors, Bedford Development Company and Kemper Development Company, until 1996 when she retired.
Angel Garcia - Vice President
Angel Garcia was elected to RCWD’s board in 2017. His current term expires December 2022. Mr. Garcia currently serves on the Finance and Audit and Planning and Administration Committees.
He is a lifelong Temecula Valley resident and businessman. Mr. Garcia earned his Bachelor's degree from the University of California Riverside. He looks forward to providing leadership on water policies locally and statewide.
Carol Lee Brady - Vice President
A native Californian with long family ties to the Temecula region, Ms. Brady and her husband are active members of the community. She is a vineyard owner and member of the Temecula Winegrowers Association; and prior to joining the RCWD board she served two terms on the Temecula-Elsinore-Anza-Murrieta Resource Conservation District’s Board of Directors.
Director Brady is a graduate of Pepperdine University with a bachelor’s degree in management (magna cum laude). Her career has spanned federally regulated industries including electric/water utilities and power plant engineering/construction.
Danny J. Martin - Vice President
Danny J. Martin was elected to RCWD’s board in 2015. His term will expire in December 2020. He currently serves on the Finance and Audit Committee and is an alternate for the Planning and Administration Committee.Mr. Martin is an active wine-country resident, has over 37 years of experience as a commercial-agricultural appraiser, and has served on the Temecula Valley Winegrowers Association and Elsinore-Murrieta-Anza Resource Conservation District.
William E. Plummer - President
William E. Plummer was first elected to RCWD’s board in November 2005 with successive re-elections in 2009, 2013, and 2017. His current term will expire in December 2022. Mr. Plummer served as Senior Vice President of the board in 2007 and as President in 2008 and 2016. Having served on various Ad Hoc and Standing Policy Committees of the board since 2005, Mr. Plummer currently serves as the Chairman of the Engineering and Operations Committee, is an alternate for the Finance and Audit Committee, and represents the District on the Joint Inland and Orange County Caucus.
Married with two children, Mr. Plummer has resided in Temecula for over 32 years. He recently retired as Deputy City Engineer for the City of Carlsbad, and was previously the Chief Engineer/Assistant General Manager at Eastern Municipal Water District. Mr. Plummer’s experience includes 40 plus years of planning, financing, designing, and constructing water and wastewater systems. He currently provides water resource engineering consulting services. Mr. Plummer has previously served on the Santa Margarita River Watershed Planning Group and Technical Advisory Committee with the Encina Wastewater Authority, and has helped to coordinate with various San Diego County water agencies to develop recycled water and desalinated seawater supplies. Mr. Plummer holds a bachelor’s and a master’s degree in civil engineering.
